Investigative Committee Chairman meets citizens in Moscow

Alexander Bastrykin held meeting with citizens in Moscow on 15 June 2017. During the meeting the Chairman of the Investigative Committee talked to residents of Omsk and Yaroslavl Region and Bashkortostan.

They complained about procedural decision made over investigators conducted in the said regions.

Namely, a woman from Omsk Region complained about a too long and inefficient investigation in the death of her pregnant daughter under collapsed kiosk. The Chairman ordered that the case should be taken over by the Investigative Committee’s Head Office for further impartial and thorough investigation.

Mr. Bastrykin gave other explicit orders to heads of territorial investigative authorities and assumed personal control over consideration of all accepted complaints and appeals.

The Chairman also heard a member of the State Duma. They discussed some legislative initiatives on amendments to criminal procedure laws. Special attention was paid to returning the institution of objective truth in criminal proceedings to ensure they are just.

The Investigative Committee suggests restoring in the Russian criminal proceedings propositions defining objective truth as the aim of proving and resulting more specific requirements of ensuring full, thorough and impartial preliminary and judicial inquiry. The State Duma member fully supported this idea. Once introduced in the RF Criminal Procedure Code, this institution will help ensure guarantees of constitutional right on fair justice and increase people’s trust to justice.
